Brexit, actually. The 5 year limit on contracts was an EU rule that UEFA never bothered carrying over because of where the top leagues were

This is a charge from the FA, and not from UEFA. They won the court case brought by UEFA on a technicality. So I'm not sure if they have European bans as an option here. It could be just docked points, fines, suspensions for the executives involved, etc...

Granted I'm not entirely sure.

3 to 5 years depending on who's doing the oversight, give or take any pandemic-specific allowances.

The specific issues with City, given the timeframes, may well stem from how oil clubs spent a few years after this regulation came in trying to hastily disguise their very obvious cash injections as sponsorship deals from "totally not the same parent entity, we promise" type companies, in which case, please someone look into PSG next
